Actually, it does make Angelbaby (and me) right. The image I posted was from a set of sticker-cards that were official Pac-Man merchandise sold back in the early 1980-something-or-others... I forget (I actually had a bunch of these back then because I am old and a nerd). Therefore, Namco says Pac-Man says "waka, waka".
That crappy "WONKA WONKA" card you posted an image of was not official Pac-Man merch... so it is horseshit.
